ICE is waging war on Los Angeles and destroying immigrants’ lives. Faced with the choice of being kidnapped or going to work so they can pay their bills, immigrants have chosen to go to work and risk deportation for fear of eviction. We demand a universal eviction moratorium now for all tenants in Los Angeles County.
Who will stand with US over ICE and support an eviction moratorium?
Voted for rent relief, but against declaring a state of emergency
Has said an emergency declaration that leads to an eviction moratorium would be unfair to landlords.
KATHRYN BARGER
STRONGLY OPPOSE
Voted for both rent relief and for declaring a state of emergency
Has declined to publicly express support for an eviction moratorium, but has not explicitly come out against one either.
She’s asked DCBA or County Counsel to provide historic information including “the average household debt accrued during the last eviction moratorium.”
She publicly compared ICE’s actions to the lynchings of Black men and other “acts of race-based violence and hate,” saying it is important to “respond swiftly and appropriately.”

HOLLY MITCHELL
Voted for both rent relief and for declaring a state of emergency, and co-sponsored the rent relief motion as well as a motion to order County Counsel to report back with options for an eviction moratorium.
She’s repeatedly stopped short of publicly backing an eviction moratorium but said she supports “efforts to strengthen eviction protections and prevent landlords from exploiting or threatening tenants based on immigration status.”
She said “No one should live in fear of losing their housing or being targeted by ICE simply because they are renters.”
UNKNOWN
JANICE HAHN
Voted for both rent relief and for declaring a state of emergency, and co-authored the emergency declaration motion.
She described past eviction moratoriums as a “severe hardship on the landlords” and said many of them were “never made whole.”
At the same time, she’s said that “we have entire families who are destitute because their fathers or mothers were taken from their workplaces,” and said she wants “immigrant communities to know that we are in this emergency with them, we see them and we understand what they are going through.”

HILDA SOLIS
Voted for both rent relief and for declaring a state of emergency, and co-authored both motions.
She’s been publicly outspoken, describing ICE’s actions as kidnappings and said the County should “use every tool available to stabilize our communities” and move “with the sense of urgency that people felt during Covid, that people felt during the fires.”
She’s described an eviction moratorium as the sort of policy that “can meet the urgency of the moment.”
